School work is a summer business. A district hands over a list of campuses in May and expects every one of them ready for staff before August. That is a manpower and logistics problem more than a painting problem: multiple buildings running at once, each with its own access, storage, and sign-off.
The Summer Window
Between the last day of school and staff return, there are roughly ten workable weeks. Multi-campus programs are staffed to run in parallel, with a per-campus completion date instead of one program-wide finish line.
